Why was michael jordan hardly ever in basketball video games, even when the game had the nba license

This has been a question that had been bugging me ever since i was a little kid. I remember playing NBA Jam, Hang Time, and NBA Live, and he would never be in the game. The only game i remember him being in was NBA Courtside for the Gamecube, once he was already with the Wizards. Does anyone know why he wasn't ever in other NBA games, even when the game publishers had acquired the rights to use NBA player's names?

Before the other NBA games existed, he signed a contract with one company (don't remember who off the top of my head) for the game Jordan vs. Bird: One on One on the NES. This deal was signed before there was any video game deal with the NBA Player's Association, and in it, that game company got all video game rights to Jordan for a specified period of time. Since it pre-dated the NBAPA deal, it took precidence, and thus Jordan could not be included in any games until it ran out, unless the company with his rights agreed to it (in exchancge for money of course).
